Any Pokémon holding the Choice Band in Pokémon Brilliant Diamond and Shining Pearl has its Attack boosted by 50%. This is the same value as the other items, just for a different stat. The goal here is to get as many basic attacks off and make them as powerful as possible. Boosting basic Attack will powerup things like Tackle, Quick Attack and other non-Special moves. Once you acquire the band, equip it on one of your Pokémon as a held item, and any physical attack used by that Pokémon will get much stronger.
Having a stronger attack can help you out some jams, but it won’t save you every time. Having the Band in the hands of Pokémon with high base Speed can help them act as a mop-up on your team. Toss this monster into the fight to finish off weakened foes before swapping back to a more useful team member.

This is part of the Battle Park, the endgame training area. You have to go in and take on elite Trainers with a preset team of powerful Pokémon in these matches. Winning earns you BP. Spend that BP on everything from stat-boosters to Nature Mints. The issue with this is that you need to defeat the Elite Four to unlock the Battle Park.
