Any Pokémon holding the Choice Specs in Pokémon Brilliant Diamond and Shining Pearl has its Special Attack is boosted. This means that moves like Hydro Cannon and Solar Beam, with Special tags, become much more powerful. The higher the Special Attack, the more likely it is to deal massive damage and Crits.
This item, along with the Choice Scarf and Choice Band, can be found in the same place. You can purchase the Choice Specs for 25 BP at the Exchange Service Corner. This is part of the Battle Park, the endgame training area. You have to go in and take on elite Trainers with a preset team of powerful Pokémon in these matches. Winning earns you BP. Spend that BP on everything from stat-boosters to Nature Mints. The issue with this is that you need to defeat the Elite Four to unlock the Battle Park.
You can also get them earlier in the game by heading to Celestic Town early in the day—before 10 AM, and talking to the sunglasses-wearing man. He will tell you about them, and give you the Choice Specs.
