You can register for the upcoming beta right now, but you might not get an invite at the same time. Blizzard will eventually bring folks in, but it will likely stagger waves of invites to slowly bring more servers online. This will allow them to better gauge actual support for the game.
The best way to pre-register for Diablo Immortal’s open beta will depend on how you want to play it. Despite the early news hinting at no PC port, that looks to have changed. Blizzard looks to be bringing a PC version at some point.
As of now, Diablo Immortal will be getting a beta for certain players this June. Since the beta drops on June 2, you will want to do this soon.
