You can buy it in Monstadt if you check the flower vendor in the town. She is near the gate in town but only will be out during the day. She also gives you a small quest that will unlock her as a vendor first. From there you can buy them from her for a bit of currency. There is one free method to get them, and it’s pretty simple to get to from the vendor.
To find Cecilia In Genshin Impact out in the wild you will want to start inside of Monstadt. Head out from there to the north (the left-hand path) towards the coast. Go through the road, it keeps straight so it’s easy to follow. Once you hit the coast, there is a teleporter right by the Cecilia flowers, grab it as you go by. Across the road from the teleporter are a bunch of Cecilia flowers you can grab. You will see a bunch of Cecilia flowers on the hilly terrain. Go around and grab all the spawns that you find.

The spawns are found nearby to the shore northeast of the main Mondstadt city. These flowers can be used as an Ascension material for Venti and Albedo, as well as a few crafting recipes.
