The challenge is to get a three kill streak, and do that 15 times. Once you have done that loop 15 times, you will unlock the powerful shotgun variant.
The best way to unlock the shotgun for the challenge is to aim for the right playlist. Some maps work better than others for this. When playing Call of Duty: Warzone, you might want to consider the Plunder playlist. This has a respawn system in place, giving you a better chance to get kill streaks if you die. Rebirth Island is an option as well, as you can get a lot of close-quarter combat in that mode too.
